This looks like a known Workflow issue where the active workflow record may have become stuck or orphaned. Could you try making a tiny edit on the page, saving it, sending it to to workflow again, and immediately canceling it.
Other thing you can try is to completely remove the orphaned workflow record from the database. Please keep a backup before doing this.

I also noticed the release notes mention multiple fixes in later Workflow 13 versions, so it may be worth upgrading if you are on an older build.
