I have created a fresh instance of umbraco v15.4.4 and noticed an issue with the tabs, if my document has a bunch of tabs, it scrolls a bunch on the settings of the document, which is manageable
However when i get to the content page, the overflowed tabs are hidden, but the tab dropdown is blank and clicking an element doesn’t do anything.
Is there a solution to this?
I would say: use the latest v16? Why would you start a v15 project now? V16 has a lot more fixes and enhancements and I think v15 is out of support by now.
I was tasked with upgrading a clients website where I went from 9 → 11 → 13 and am now sitting on 15. This was my first project using the Umbraco framework, so I learned a lot during the transition.
When I observed the issue after the upgrade, I couldn’t find the cause. So I created an empty project to see if the issue occurred there as well, which it did. I was hoping there was a fix or workaround available to keep it stable before any plans to get to 16 are approved.

This is actually a problem still, meaning v.17.0, which will be released late next week, does not solve this.
But thanks for bringing awareness to this; we(Umbraco) should solve this. So please create an issue on Github. This will give us something to work from and enable you to follow along.

Ps. there are known Backoffice issues in v.15 and v.16 — v.17 is the one you should go for.
