uSync command line - where is it?

I’ve just installed uSync complete on V8. - Super impressive!

I wish to use the command line which is documented here.

I was expecting to find a usync.exe in my bin. Am I missing a NuGet project?
Where is the .exe located? Is all this lockdown messing with my mind?
