Testing a few migrations to v16. I am getting blocked by a bug I’ve reported that’s been fixed and is due in v16.3 (due mid Oct).
Are there still nightly builds as per https://docs.umbraco.com/umbraco-cms/fundamentals/setup/install/installing-nightly-builds

That’s that latest I can see and I don’t think it has this fix:
Am I best just building out from source if I want to be testing on the latest? If so what’s the current stable branch for dev?

Yes, nightly builds are still a thing, although the pipeline will often time out because it is running the entire test suite.
You can see the latest builds here: umbraconightly - Umbraco.Cms 16.3.0--rc.preview.141.g8ff11e7 | MyGet
I will initiate a new build for you to get the latest.
At this point, the ”main” branch is the latest stable for 16.3, until the release branch is created. After that, it will be ”release/16.3”.
Update: The latest build for 16.3 is now available: umbraconightly - Umbraco.Cms 16.3.0--rc.preview.141.g8ff11e7 | MyGet
