Hello,
After upgrading our solution from Umbraco 13 to Umbraco CMS 17.5.3 running on .NET 10, we noticed that all neutral cultures are missing from the content language dropdown.
Languages configured under Settings → Languages should be available in the content language selector, including neutral ISO codes such as: ar, bg, cs, da, de, etc..
**Actual behavior in Umbraco 17.5.3

The neutral cultures are still present under Settings → Languages, which indicates that the language data migrated successfully.
However, when opening the language selector for a content item, only regional/specific cultures are available, for example: ar-SA, bg-BG, cs-CZ, etc… The corresponding neutral cultures are not listed.
We are using.
Umbraco CMS: 17.5.3
Runtime: .NET 10
