Umbraco 13 Workflow: Non-admin user approved workflow “as admin” & overdue reminders continue after completion

In Umbraco Workflow (v 13.9.2):

We have a two-stage workflow that was “approved by admin” by a non-admin user.

The user (Reggie Mills) is in the stage 1 approval group. Reggie is not an admin and should only be able to approve Stage 1. However, they successfully approved the stage 2 of this workflow as an admin.

We were unable to reproduce this issue afterward.

Later, the user in the Stage 2 approval group continue to receive overdue approval reminder emails. This happens even though the workflow is completed and the page is published.

How can we stop or clear overdue approval reminders for workflows that are already completed? And is there a way to identify why the admin bypass happened, so that we could prevent this from happening again in the future?
