Good afternoon, I just updated Umbraco forms to version 13.5 in hopes that the delete option would show up that was displayed in the documentation. This is for deleting form submissions.
I did figure out I can reject entries if I turn on moderation, that is sufficient for now, thank you

This is a setting that needs to be turned on in the Forms security settings.
You will have to go to the user section and there will be a Form security tree.
Depending on how you configured forms security (group or user) you can find a user or group and turn this on.
