"Send to publish" in v16 / v17

Hi, we have an Umbraco website (v13) that makes use of “Send to publish” where CMS users (writers), can write their content and then when happy, click “Send to publish” (they don’t have permission to publish but have permission to send to publish configured in their user group. After that, the admins who have ticked to be notified, get a notification about this change, check it and if happy, allow the publish.

Problem is, we can’t see the ‘Send to publish’ permissions option in the User Group setup any more, either in a fresh build or for a migrated database - what are we missing here?

Thanks Jacob, that makes sense, I had no idea that there were parts of Workflow that are available for free, it seemed like it was a commercial package only but that’s good to know and very helpful in our particular situation here.
