On the page below, in version v17, there is a message about the ILocalizationService parameter, which is scheduled to be removed in v15, and there is no option in v17 for its replacement.

In 17-rc4 it seems like it uses ILanguageService instead:

Yes the ILocalizationService was a bit of a mess with more than one purpose. The ILanguageService and IDictionaryItemService are it’s replacement.
@jemayn You are right, v17 no longer has ILocalizationService.
