I see a use case of the forum being a place for the HQ team, to communicate important announcements, such as:
Asking for comments on the RFCs
Notifying people of a security warning
A BIG breaking change
And looking at the ActivityPub Discourse plugin perhaps a dedicated Announcements category that only HQ people can post into can then be synced out to Mastodon
