How to require alternative text when selecting an image in the rich text editor (v13)?

I would like to change the alternative text (optional) to (mandatory) when selecting an image in the rich text editor. I’m using Umbraco 13, and I don’t see any way to do this. Is this even possible?

Does Anyone know if this is possible? I tried but can’t seem to find the settings to make it mandatory
