Blocked: You cannot make this change, root level items are locked

Hi!
I’ve recently upgrade a site from 13.2 to 13.7.1 and are now having trouble save and publish from the backend.
No changes were made to the code during upgrade and site is working as expected but new stuff is not possible to save and publish.
The error messages in the backend that are displayed are:

Cancelled: ‘[Page name redacted]’ could not be published, a 3rd party add-in cancelled the action.
Cancelled: Operation was cancelled by a 3rd party add-in
Blocked: You cannot make this change, root level items are locked

Clearly something I’m missing here (quite new to umbraco). Anyone that have an idea where I’m should start looking?

You should be looking for a NotificationHandler in your code. It says so right in the error message. A 3rd party cancelled your action.

So either you have a package installed that prevents you from making changes at root level, or you have a notificationHandler that does.
