It looks like the Job Job Job plugin is broken
When I try and get in to the back office with the plugin installed I see the above.
You would need to add it to the issue tracker for that plugin:
I don’t know if the author is active on the forums.
It would be useful to tell them which versions of Umbraco and the plugin you are running and what OS you are using.

You are right, the package is broken.
I have just updated to version 1.6.1.
It is still indexing, so it might not pop up in the Nuget manager yet, but you can add it now with:
dotnet add package Umbraco.Community.JobsJobsJobs --version 1.6.1
